The Title IX unit in the Office of Institutional Diversity, Equity, Advocacy and Leadership aims to reduce sexual and gender-based harm and provide pathways to safety for those affected.

Types of Reporting

Formal Reporting

Formal complaints of sexual assaults, domestic violence, dating violence, stalking or sexual exploitation are directed to the office of Campus Safety Services, which is primarily responsible for supervising university investigations. In cases involving sexual assault, the Philadelphia Police Department’s Special Victims Unit will be contacted upon request and generally will lead any criminal investigation. Escorts are available whenever possible.

All formal complaints are considered confidential, as required by law. Victims will be informed of available support services, as well as legal and administrative options, if reasonably available, such as protection from abuse orders through an appropriate court of law and changes to housing assignments and academic or work schedules. Victims will be informed about the outcome of any investigation undertaken by Campus Safety Services.

In addition, under appropriate circumstances, the university will inform members of the university community of reported harm without identifying the person who came forward.

Informal Reporting

If a person reports to a university administrator, department head or faculty member that they have been harmed but chooses not to file a formal report at that time, they will be referred immediately to Tuttleman Counseling Services (215-204-7276) and notified of available support services on and off campus.

Informal complaints to university personnel will be treated confidentially consistent with applicable legal requirements and safety considerations. Those who report should also consider speaking with the Title IX Coordinator, who can guide them through the appropriate process.

When a complainant does not consent to the disclosure of his or her name or other identifiable information to the alleged perpetrator, the university’s ability to respond to the complaint may be limited.

Confidential Reporting

If you are the victim of a crime and do not want to pursue action through Temple’s Student Conduct Code (PDF, Download of Adobe® Reader® required) or the criminal justice system, you may still want to consider making a confidential report.

Temple Police can file a report on the details of the incident without revealing your identity. The purpose of a confidential report is to comply with your wish to keep the matter confidential while taking steps to ensure the future safety of yourself and others. This allows the university to keep an accurate record of the number of incidents involving students, determine crime patterns in a particular area, and alert the campus community to potential danger. The university will not tolerate retaliation against students and employees who make good faith reports of crime.

What is harm?

"Harm" can be interpreted in many ways, but generally, it refers to conduct that adversely affects physical health, emotional well-being, or one's sense of safety. This can include physical, psychological, sexual, or self-inflicted harm. Even unintentional harm can cause lasting trauma, disrupting a person's life in unpredictable ways.

Preventing & Addressing Sexual Misconduct

PSARC meets the forensic and medical needs of sexual assault victims who are 16 years of age and older. The center is staffed 24/7 by on-call, specially trained Sexual Assault Nurse Examiners who provide forensic rape examinations and evidence collection. PSARC services also include pregnancy prevention, STI prevention, HIV prevention, follow-up care, and more.
